Apply while the design can still move

A Schedule 1A PIM application uses Form 2AA and includes preliminary plans and a description of the proposed work. A clear site plan, floor plan, elevations, service proposals and known hazard responses help the council return useful information.

The PIM may identify hazards, contaminated ground, heritage matters, planning information, bylaws, pipes, service constraints and other authorisations. It also includes a preliminary view of whether the proposal appears to have the four basic Schedule 1A characteristics.

If the council considers a development contribution payable, a Form 3A notice accompanies the PIM. Treat it as a budget and completion obligation rather than an attachment to file away.

The council generally has 10 working days after receiving a complete application. Missing information can stop that clock. Once issued, the PIM generally creates a two-year completion window unless the council grants an extension.

Mark every item affecting location, floor level, foundations, drainage, services or another approval. Resolve unclear points, update the design and budget, and give the builder the parts that affect work on site.
